A well-established and expanding civil engineering group is seeking a Chief Operating Officer (COO) to lead operations across its infrastructure and land development projects in Malaysia.
With a strong project footprint across Johor to Kedah, the company specializes in large-scale roadworks, commercial land development, and site infrastructure. As they continue to grow, they are looking for an experienced executive to oversee operational strategy, drive efficiency, and scale delivery capabilities across multiple sites.
Key Responsibilities
Operations & Strategy
Lead day-to-day operations across business units and project sites, ensuring timely and cost-effective delivery
Drive operational improvements and implement site technologies such as GPS tracking and AI-based monitoring tools
Develop systems and processes to improve coordination, resource allocation, and project performance
Financial & Business Development
Oversee financial planning, project budgeting, and profitability across multimillion-ringgit engagements
Support business development initiatives and foster strategic partnerships with public and private sector stakeholders
Lead supplier and contractor negotiations to improve delivery terms and cost efficiency
Leadership & Compliance
Manage a workforce of 100+ across engineering, project management, and support functions
Instill a KPI-driven, high-performance culture with accountability and clear reporting structures
Ensure full compliance with Malaysian construction regulations (OSHA, CIDB, JKR) and internal governance standards
What They're Looking For
Minimum 15 years of experience in infrastructure or construction, with at least 5 years in an executive leadership role
Demonstrated success managing large-scale, multi-site projects and diverse operational teams
Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline
Strong track record in P&L ownership, contract negotiation, and performance optimization
Deep familiarity with Malaysian infrastructure regulations and market dynamics
Effective communicator and strategic thinker with the ability to lead through scale and complexity
